October 2026 Vape Tax: What Retailers Need to Know

A new UK tax on vaping liquid, called Vaping Products Duty, starts on 1 October 2026. If you sell vapes, e-liquids or pre-filled pods, now is the time to review your stock and speak to your suppliers.

What is changing?

The duty is set at £2.20 per 10ml of vaping liquid, whether or not the liquid contains nicotine. That works out at 44p of duty on a 2ml pod or £2.20 on a 10ml bottle. VAT will continue to apply. The duty could affect the prices retailers pay and charge, so check updated costs before setting your shelf prices. (GOV.UK)

A new vaping duty stamp will also be introduced. Vaping products released onto the UK market from 1 October 2026 must carry a stamp on their retail packaging. If your business only sells duty-paid products at retail, you do not need to register to pay the duty or apply to join the stamp scheme. You should, however, check the stock you buy. (GOV.UK)

What about stock already in store?

You can continue selling unstamped products produced or imported before 1 October 2026 until 31 March 2027. Keep records that show why any unstamped stock qualifies for this transition period. From 1 April 2027, you must not sell or hold unstamped vaping products outside duty suspension. (GOV.UK)

Four steps to take now

  1. Review your stock. Identify any unstamped products and plan to sell or otherwise lawfully deal with them before April 2027.
  2. Speak to your suppliers. Ask when stamped stock will be available and how your purchase prices will change.
  3. Check new deliveries. From October, look for a stamp where one is required. If products are unstamped, ask for evidence that they were produced or imported before 1 October 2026.
  4. Keep clear records. Retain supplier details, invoices, delivery notes and information about any unstamped stock. HMRC says these records should be kept for at least six years. (GOV.UK)


The October change is a good prompt to check your vape range, costs and stock levels. If you are unsure whether a product can be sold, ask your supplier for clarification before putting it on sale.
